Strategic Management was led into the public sector in the 1970s, and now in the western developed countries it has become an extremely important and very popular field of study. At present, Deep study of the theories and application to practices in our country has quite a significant and far-reaching significance.Urban edge areas as part of the city, with the function of the city. Meanwhile,they are holding a considerable capacity of land. Undoubtedly they are the key areas of urban development. Especially in recent years, as the develoment of the city was speeded up and the city is continuing to expand outwards , the study of urban edge areas development is playing an important role. Now many problems in the management research and practice which exist in China, the key is the lack of strategy.There are five chapters in the paper except the abtract.The first part of the implementation of the strategic management of the urban fringe areas to be defined.
