In recent years, Fringe area restricts the development of cit-ies; the core reason is dual management system. How to eliminate dual management system, and promote the sustainable develop-ment of Fringe area has become a modern city management prob-lem that must be solved. Many cities have recognized this problem and taken all kinds of measures, and the Beijing government car-ried out a series of pilot reform of Fringe area to crack binary management system, such as Beiwu, big wangjing village, explo-ring much valuable experience. Summarizing these experiences is good at constructing " Green Beijing, High-tech Beijing and Peoples Beijing " and preparing for the subject of Beijing Twelfth Five Years Plan.The dual management system of Beijing Fringe area is seri-ous. This paper summarizes Dual contradiction from three aspects that contain administrative management, economic management, and social management, and summarizes the causes of these con-flicts from two aspects containing the objective of history and sub-jective policy system. Based on analysis of conflicts and causes, this paper summarizes the experience through investigation of Fringe area of Beijing, and gets some conclusion standing in more macro perspective:the government should take Service concept replaced with management idea, guide the social to give up dis-crimination farmers, help farmers changing employment concept; Then the government must reform the traditional administrative methods, perfect composite administration; At last reform systems that support dual management, such as census register system, land system, financial system and social distribution system. Comprehensive reform from these three aspects will be good at cracking dual management system.
