A Research On The Experience, Problems And Solutions About The Urban Fringe

The status of community-level security has direct influence on the longtime stability and prosperity of a nation and people’s life. Thus, the community-level security prevention system was established at the early stage of the founding of the P.R.C. Domestically, due to historical and realistic causes, such kind of system has reduced to merely a notion in some area, but it has been adopted as an important grasp on multi-governance and accumulated sound experience for demonstration. Internationally, diverse autonomy models of community security centered on "neighborhood watch" have something in common with their Chinese counterpart.In China, the security condition in the urban fringe is worse than the down area due to the disproportionate police force. As a result, to ensure the citizens security through organizations under the community-level security prevention system becomes an important option. This thesis has chosen Shenzhen Pingshan New District, an urban fringe as its research object, aiming to find out ways to improve the community-level security prevention work in Pingshan New District by analyzing and exploring its both successful experience and existing problems.This thesis falls into five parts:Part One is about the origin of choosing such a research subject, presents the efforts made by precedent researchers, defines core concepts and points out novelties of this thesis.Part Two analyzes the particularities owned by Pingshan New District as an urban fringe. Firstly, it introduces the basic conditions of Pingshan New District. Secondly, it analyses the characteristics of its location, population structure, inhabitant’s qualities and economic and social development.Part Three summarizes the major steps and related experience on community-level security prevention in Pingshan New District. Based on the introduction of the major steps adopted by Pingshan, it makes a summary of basic experience on community-level security prevention from three aspects.Part Four analyzes the outstanding problems in Pingshan’s community-level security prevention work and their causes. There are such major problems as:(1) low salary and high mobility of among staff; (2) disconnected collaboration mechanism among functions; (3) low capability of handling; (4) low efficacy of organizational operation; (4) little knowledge and weak support of the work from among the general public. There are such main causes as:(1) shortage of fund; (2)unclear affiliation of staff among various functions; (3) high pressure from mixed habitation resulted from the early industrialization; (4) low general capability of staff; (5) loopholes in daily management; (6) low exploration of self-governance among the grassroots.Part Five discusses the way to improve and enhance the community-level security prevention work in urban fringe. Generally, it is to grasp such seven aspects as legal improvement, duty classification, intensified guarantee, better examination, public participation, staff training, propaganda and education. Specifically, it is to:(1) produce related policies and legal regulations; (2) classify duties among related government functions; (3) intensify guarantee steps towards community-level security prevention; (4) improve the system of examination, reward and punishment; (5) encourage migrant participation; (6) refine the staff training system; (7) further promote propaganda and education.This thesis has three main intentions of novelty.First, it is the novelty of research theme. Pingshan is designated to become a "model for scientific growth, pilot area for comprehensive reforms, new growth pole of Shenzhen" by the Shenzhen Municipal Government. It has made proactive explorations and obtained promotable exercises regarding community-level security prevention. Such a theme has been rarely discussed among the academic, which further reflects its prominent novelty on the contrary.Second, it is the novelty of research perspective. This research the experience and problems of Pingshan’s community-level security prevention from the perspective of the characteristics of Pingshan’s location, population structure, inhabitant’s qualities. This is a rarity among the academic circle of public management in China.Third, it is the novelty of solutions and suggestions. This research, on the backdrop of state-level requirement, Pingshan’s experience and new situations, has proposed the abovementioned seven measures, which require both novelty and value to certain degree.
