| In process of building a harmonious society and service-oriented government in China,the Government's power gradually withdrawal from the social area,so that the community organizations can administrate,organize and service itself.In this way, the non-governmental organizations can provide public goods and services in a wide range for the system.Meanwhile, with the development of society, the quantities and types of the public demands' are also growing, which makes the non-governmental organizations to become a principal part in providing public goods. Thus, the emergence of non-governmentalorganizations in China have profound economic, political and social background.This thesis analysises foundations based on the theory of non-governmental organizations providing public goods. Through market failure, government failure, principal - agent, governance theory,along with non-governmental organizations' own advantages,we obtain subjective necessities and objective necessities of non-governmental organizations providing public goods. The feasibilities and necessities of non-governmental organizations make it active in poverty alleviation, environmental protection, community development and other social areas.Simultaneously, the non-governmental organizations have become an important force in social governance ,making up the inadequate supply of public goods from government and market. However , Being subjecting to current economic level, political setup and social development, besides achievements, China's non-governmental organizations also face capital, legitimacy, human resources and institutional difficulties in providing public goods.To solve the problems and provide theoratical and the practical guidance for non-governmental organizations, this article selects the non-governmental organizations goods-oriented model and auxiliary-type model, then put forwards to some feasible suggestion about how to provide the public goods in a more effeetive way.
