Research On The Participation Of Non-governmental Organizations In The Supply Of Public Service

In the process of social and economic structure transformation in China,“government failure”,“market failure”,and the awakening of modern civic consciousness create the needs of reality that voluntary mechanism provides the public service.In the development of modern society,Non-governmental Organizations engaged in a lot of social affairs,make up for the lack of supply of the government and private sector and safeguard the public interests effectively,and promote the sustainable development of the diversified society.For the pluralistic system arrangement of public service supply,that is the key to socialist system innovation under the modern governance.The engagement of NGOs in public service supply,is a good way to make up for the government and market on the supply of public service defects with its unique characteristics and advantages such as flexibility,and can meet the public demand for diversification and intensification of public service effectively,improve the efficiency of social resource allocation,satisfy the social demand individuation and diversification,and realize social fairness and justice.However,at present stage,NGOs in our country still have many problems existing in the external environment and own construction,which make it facing multiple difficulties in participating in public service supply process.In this paper,we will analyze the state of the One Foundation dialectically combined with China's national conditions,absorb the essence and discard the dregs,propose countermeasures and suggestions to consummate the public service supply mechanism that Non-governmental Organizations engage.This paper will be divided into five parts.In the first part,we describe the background and research significance of this selected topic,summarize the domestic and foreign research findings relevant to the engagement of Non-governmental Organizations' supplement about public service,and introduce the full text writing ideas and research methods briefly.In the second part,through system combing of the public service theory and NGOs related theory,we will analysis the theoretical basis and practical reason of the NGOs' participation in public service supply,to pave the way for the following.In the third part,we use the One Foundation as a typical case of the Non-governmental Organizations,describe its organization status and development situation briefly,and analyze its successful experience and development dilemma.In the fourth part,we will summarize the implicit problem of the public servicesupplement the Non-governmental Organizations provide,to explore the root for which China's Non-governmental Organizations participate in the public service inadequately.In the last part,is the suggestion part.According to the practical difficulties,we propose the concrete countermeasures and suggestions to consummate the Non-governmental Organizations' engagement in supply mechanism of public service by clearing the organization orientation,enhancing the ability of organization,perfecting the legal system,strengthen credibility building and improving the supervision mechanism.
