As our country’s concern of the NGO is from the reform and opening up and social transformation, our county’s economic reform has broken the single and stable social structure in the pre-reform, also changed the mode of social supply of public goods, and the social and public needs and public goods supply is difficult to coincide. Coupled with government reform, social stratification, the trend of development of civil society which has objectively stimulated the development of the NGO, non-governmental organizations providing public goods set off a craze of practical applications and theoretical research. Basing on the special circumstances of our country, the NGO of public goods On the whole is still in its infancy. There have been many drawbacks, but it is undeniable that the diversification of supply of public goods is the trend of future development. As an involved force, the NGO makes more in-depth meaning, in short, the way of the future is worth waiting. This paper attempts from the view of public economics and law, puts the NGO involved in the supply of public goods as the starting point, clarifies the basic concepts on the theory, contrasts with China’s actual and foreign experience, and obtains some reflections. From the perspective of the supply of public goods, this paper describes the development of NGO, and tries to cause people to give greater attention and support for the development of the social integration forces. The paper is divided into five parts as follows:The first part,the author has carried on the thorough analysis on the content of the public product and the NGO, focused on the development of their definitions, properties and classification, Strived for further research on the premise of clear concept.The second part, the author discusses the necessity and possibility of the non governmental organizations which provide public products. Viewing rom the government failure and market failure and the insufficient real demand and supply of public product, it explains that the practice needs non government organization as the main body to join the public product supply; while the relevant theoretical research has provided a basis for the public product of the non-government organization, and non-governmental organizations have the inherent advantages, which illustrates it being a brilliant future in this field of public products.The third part, the author has studied the supply situation and restricting factors about our country’s public goods non government organization. In this part,the author mainly discusses that under the special national conditions, non-governmental organizations providing public goods exist in the problems of shortage, uneven and low quality. Then the author reveals its restrictive factors from the internal and external aspects.The fourth part, the author discusses the foreign public products’s supply and management experience of non government organization. First,the author summarize on the European and American countries in this field, then focuses on the analysis of the United States and Germany for the public product of the non-government organization management experience, and both on the legal regulation of non-governmental organizations.The fifth part, the author gives a thought of our country communal product on non-government organization legal system. Basing on the Contrast bettween the theory analysis and practice in western countries, the paper summaries a few useful reflections, and especially puts forward the legal regulation level about our country on public products of non-government organization, such as perfecting the promotion mechanism of the law, legal supervision mechanism, legal relief mechanism and so on.
