The Non-Governmental Organizations are developing faster and faster and havebecome important social forces in our country. Until the end of2009, the quantity ofNon-Governmental Organizations has reached43100. These organizations play animportant role in modern society. With the gradual deepening of China’s rule of lawprocess, the people’s democratic awareness, sense of participation is enhanced and theirfocus on social hot issues is gradually increasing. The Non-Governmental Organizationsare taking an important role as the supervisor in the formulation of public policy, theassessment and enforcement.The continuous growth of Non-Governmental Organization enhances its ability ofself-expression. They play an important role not only in education, culture, sports,science and technology, civil affairs, health, labor and social security, but also in policyformulation, for they make every effort to provide important information, valuableadvice. And their frequency to participate in public policy is gradually increased. Thegovernment is also continuously improving the administrative system, more and morewilling to listen to the demands and voices of Non-Governmental Organizations duringthe process of making public policies and also attaches great importance to theparticipation of these organizations.However, as China’s Non-Governmental Organizations, different from thegovernments, and enterprises, their characteristics of nongovernmental, nonprofit,autonomous, voluntary and organization restrict the development of Non-GovernmentalOrganizations. Meanwhile, this also cause the imperfection of legal system, limitationfor them to participate in several activities, shortage of funds, scarcity of humanresources,poor management, and lack of Government’s management on them and therestriction of dual control system. In face of these problems, we cannot ignore. Instead,we must take effective measures. If not, Non-Governmental Organizations will be more passive and negative during the growth, which will not only make it harder to reflect thevoice of the masses, to convey the opinion of the majority timely and effectively, butalso it is unfavorable for them to express the thoughts of vulnerable groups, the interests,demands and aspirations of special groups. And the most important, they can not evenmaintain an active participation in the formulation of public policy and promote themore scientific and democratic decision-making. More far-reaching, this is notconducive to the process of promoting the rule of law, the construction of harmonioussociety and the healthy development of socialist society. This article will discuss brieflyfrom the following sections:The first part, through a brief introduction to the public policy andNon-Governmental Organizations, generally introduces their own meanings,characteristics and roles. Sorting out and clarifying theoretical knowledge of publicpolicy the Non-Governmental Organizations involves in to help make preparation of thefollowing discussion.In the second part, to present situation of domestic and internationalnon-governmental organizations that involves in public policy. Take Non-GovernmentalEnvironmental Protection Organizations in the United States and Friends of Nature inChina as examples, briefly introduce their own development, and obtain the differencesof domestic and international non-governmental organizations through comparing.These help improve China’s Non-Governmental Organizations in involving in publicpolicy making system, broaden their horizons and learn from successful experiences.The third part, the main problems the Non-Governmental Organizationsencountered in reality. Through summarizing, get the root causes of problems.Meanwhile, we can clearly see the organizational issues presented by China’sNon-Governmental Organizations in the development process, system, externalenvironmental issues, and trace to find a basis to improve this system.The fourth part, to perfect measures of China’s Non-Governmental Organizationsinvolved in public policy. This section discusses and put forward a sound proposal from both governmental and Non-Governmental Organizations. In these suggestions, theylearn from the successful experiences of foreign countries and domestic provinces, aimto make this approach more comprehensive, constructive and scientific feasibility of amore convincing.
