This paper attempts to find rural social endowment insurance problems and the reasons for the basis of sound from a legal perspective for the establishment of rural social endowment insurance system in China's legislative proposals, looking forward to solve the long-term rural social endowment insurance problems, that the rural social endowment insurance work according to the law must follow the law, better to realize, safeguard the pension rights of residents in rural areas, promoting rural social endowment insurance healthy development, strong for the harmonious society "safety valve" and "shock absorbers", providing a "catalyst" for the rapid development of the socio-economic.
