Civil service institution is the major form of our government personnel administration system. With the development of economy and society, and the continuous extension of government functions, it began to show weaknesses and shortcomings in many ways. Meanwhile, with the constant improvement of China's market economy, the Government's public administration needs to attract more professional and technical personnel to meet the government public administration, in order to provide public goods. In this framework, the government employment system surfaced.Establishment and implementation of the government employees system is an important part of the political system, but also the necessity to establish a socialist market economic system. It is significant for the government employees system to introduce competition, prevent expansion of govermment institutions and improve the efficiency of government administration. It broke the traditional employment approach of'no firing', to avoid solidification and precipitation of civil servants. Thus it kept the government organizations maintain high resilience to change of administrative environment. However, the trial is soon, there are also some points needing improving. As a result, we need to improve the design of the system and supporting mechanisms to establish a set of truly fair, transparent, reasonable operating system for Government employees, to give their legal protection, so as to promote more enthusiasm and creativity of government staff, improve administrative efficiency, and to promote the realization of a harmonious government.
