With the acceleration of urbanization in China since 1980s, a certain number of social problems such as multiple law enforcement departments and repetitious law enforcements have resulted from loopholes in the city management system under the planned economy in the past. To counteract all these problems, pilot projects of city administrative law enforcement were launched in Beijing, Nanjing, etc., which have been followed by similar projects in more than 200 cities in China. Though problems such as multiple departments of law enforcement and repetitious law enforcements have been tentatively solved, violence in law enforcement and anti-law violence happen from time to time in the law enforcement process due to inadequate experiences of precedents, mounting complications of the society, flaws in the law enforcement system, etc., which have become the focus of social conflicts. With a view to promote the perfection of the administrative law enforcement mechanism in China's city management system, this paper presents an all-round and detailed analysis of the reforms of the administrative law enforcement mechanism in China's city management system and proposes feasible countermeasures with an emphasis on the root causes of the problems, based upon a summary of years of pilot project experiences.This paper consists of three parts, namely the Introduction, the Body part involving four chapters and the Conclusion.The introduction gives brief explanations about the goal, the background and related research about this paper.Chapter one gives definitions as to such concepts as city management, administrative law enforcement, etc, together with an critical analysis of the administrative law enforcement mechanism in city management, the extent and the means of law enforcement authority.Chapter Two enumerates all kinds of unnormalized phenomena in the administrative law enforcement in city management in China. First, laws and regulations are insufficient. Second, there is the problem of the over-extension of the law enforcement authority. Third, there is no uniformity in the law enforcement mechanism. Fourth, there is the problem of inadequate cooperation among different departments. Fifth, there is not a proper administrative mentality.Chapter Three mainly gives introduction to the experiences of administrative law enforcement in city management in such developed area as the United States, the Republic of Korea, Singapore and Hong Kong, China.In the light of all kinds of unnormalized phenomena in the administrative law enforcement, Chapter Four proposes some countermeasures and tentative plans, such as further relevant legislation, a unified law enforcement mechanism, strengthening the cooperation among different departments and remodeling the administrative concept.
