The Application Of Smart City Management In Administration And Law Enforcement Bureau Of Wenzhou Longwan District

Since the concept of "smart city" was put forward,many countries and government organizations in the world have put forward the wisdom plan of city management,trying to promote the city's better development through a new generation of information technology.With the continuous development of China's urbanization process,urban management faces a series of challenges in the new situation.Crack urban management problems,smart city management came into being.However,the development of the smart city is still very short,both at home and abroad are in the exploratory stage,there is no mature examples for reference.This paper analyzes the digital city management,city management and other basic theoretical knowledge,starting from the foreign advanced experience and wisdom,the Wenzhou District of Longwan city law enforcement case to summarize the successful experience,analysis of Wenzhou District of Longwan city construction and management of city planning,the establishment of wisdom city comprehensive implementation plan.Finally,by analyzing the causes of the problems,and puts forward some feasible countermeasures and suggestions,in order to actively mobilize public participation in city management,improve the effectiveness of city management,to really play an active role in smart city management.In addition to the first part of this article is the introduction,including three parts:The second part analyzes the related concepts and theories of smart city management.Elaborated the city management,the digital city management,the wisdom City,the wisdom city management main concept and the digital city management and the wisdom city management relations.Governance theory,collaborative governance theory and new public service theory are studied.The third part studies the application of smart city management in Longwan District of Wenzhou city.This paper analyzes the basic situation of the administration and Law Enforcement Bureau of Longwan District of Wenzhou City,the course of construction and management of modern city in Longwan District of Wenzhou,and the effectiveness and deficiency of the construction of wisdom city management in Longwan District of Wenzhou city.The fourth part analyzes the main problems and restriction factors of the application of smart city management in Longwan District of Wenzhou city.Pointed out that the main problems are weak law enforcement team,the law enforcement system is imperfect,the city administration and Law Enforcement Bureau and other government departments lack cooperation,and law enforcement management positions opposite.Based on the above research,analysis and conclusions,the fifth part is countermeasures and suggestions:First,the establishment of "smart city management" correct goal orientation.Realize the management of the service city,realize the fine management of the city and realize the management of the harmonious city.Second,the establishment of "smart city management" regulations and systemguarantee system.Specific ways for local regulations to do fine,in line with local realities,protect the rights and interests of law enforcement counterparts and the public,and strengthen the role of non-governmental organizations in urban management law enforcement.Third,improve the humanities and social environment,give full play to the advantages of the city,and improve the organization and personnel mechanism.We should build a good humanistic and social environment in Longwan District,develop intelligent industries,realize the advantages of urban innovation,technology and talents,and improve the organization and talents mechanism of "smart city management".Fourth,strengthen the wisdom of urban management technology and application basis.Build a resource center,build a technical platform,enhance the city's public service functions,and build a smart application system.Fifth,improve the operation system of urban management and law enforcement bureau.Specific recommendations for the transformation of the concept of urban management law,urban comprehensive administrative law enforcement process reengineering,urban comprehensive administrative law enforcement performance evaluation optimization.
