At the beginning the author explains the System, Compound Administration and Compound Administration System etc. Administration can divided into generalized, narrow sense and the most narrow sense. The generalized Administration coupled with legislation and judicatory means that government carry out laws, narrow sense Administration means that Administration settlements, coupled with legislation and judicatory. The most narrow sense Administration means, especially, that Administration Monitor and Administration Punishment, not related to examine, permission, toll, giving and etc. Compound Administration coupled with ScatteringAdministration, in fact, It means the form of Administration.
