As The Social Contract takes, the national authority is transferred by the citizens for social management. In this process, the principle-agent relationship form between citizens and government, between the higher and lower governments. So as principle-agent problems occur. The citizens have the right to demand an effective utilization of power and reasonable response from the agent if necessary. The Administrative Accountability System is a standard that enable the specific subject to supervise the rules and responsibilities that the governments and the civil-servants should take, and to ask them to bear negative consequences. The Administrative Accountability System, which is an important means of Chinese responsible government construction, can effectively keep the authority from abuse.This thesis, based on the Principle-agent Theory, analyzes the main impediment to the development of administrative accountability system in our country that are caused by the principle-agent problems. The whole passage can be divided into four parts:The first part outlines the theory of administrative accountability and principle-agent, their relationship, thought in writing, research method and the innovation point of this thesis.The second part studies the development of accountability system in China. It first describes the administrative accountability in China, and then finds the existing principle-agent problems. On this basis, it analyzes the crucial reasons that block the way.The third part draws on the experience to further develop the system through the study the administrative accountability in western countries and Hong Kong SAR.The last part draws a conclusion that taking the specific measures to perfect and improve our country's administrative accountability system from the aspect of principle-agent theory.
