Research On Chinese Administrative Accountability System In The Perspective Of Principal-agent Theory

In 2010,the"two sessions"government work report,Premier Wen Jiabao st-ressed the government agencies to"We will strengthen administrative accounta-bility.All persons who are derelict in their duty,fail to do their jobs or do them irresponsibly will be held fully accountable."Powers and responsibilities consis-tent with equal rights and responsibilities is one of the basic principles of pub-lic administration.As the main administrative executive power,government is als-o the main responsibility.The government and its staff in the exercise of power must also bear the corresponding responsibility.The nature of modern governm-ent is responsible government.The accountability system is accompanied by the appearance of the responsible government,and it is the direct manifestation of the responsibility government in the system.In China,the development of admi-nistrative accountability system has experienced a process from the"storm"to "institutionalize",from the 2003"SARS".Since the start of administrative ac-countability procedures,administrative accountability have made significant progr-ess in both practice and theory:a large number of accidents and negligence off-icials have been punished,many laws and regulations were introduced and a n-umber of excellentresearch results were produced. However,the administrative a-ccountability system in the practical and theoretical still exist many problems,s-uch as the absenceof accountability of the main,narrow reasons of accountabili-ty,accountability standards are not uniform and so on,need further analysis and research.This paper systematically reviews the existing research results related to the administrative accountability system,and defines the related concept of administrative accountability for clearly. From the perspective of agent theory the author attributes the problems of administrative accountability system in our country to the absence of external clients,agent's power and responsibility unequal and agency fragmentation. The author believes that these problems are mainly three levels of reasons:the most fundamental reason is the information asymmetry between the subjects and objects of accountability;conceptual reasons is the impact of ideology of official standard; institutional level is because of our parallel multi-layer system of authority.Finally, the author made from the sound system of open government,open the right to introduce external supervision system to ensure both the external client homing;Design science agent contract in solving the issue of unequal rights and responsibilities between the subjects and objects of accountability;Eliminate the impact of fragmentation from both the incentive and self-regulatory mechanism aspects.
