Dismissal system for state civil servant is an important part of civil servant system, and also an effective measure for the reform of personnel system. At present, serious problems result in an unsmooth circulation mechanism, and make the system become inefficient. To solve these problems emerging in the civil servant dismissal system, we would start out from the core part, assessment system of civil servant, and explore an assessment system consisting of qualitative and quantitative approaches. Meanwhile, we should adhere to the standards of dismissal, try to completing civil servant assessment system, creat a favorable environment, and change the minds so as to solve the problems.Performance assessment is a cutting-edge topic of modern governance, while establishment and completion of civil servant performance assessment a critical way for improving government performance. However, there are many problems in civil servant assessment system in China. For example, motivation effects of performance assessment have not been brought into full play, assessor and civil servant assessed cannot communicate well, indicators for assessment are out of date, specific indicator system is yet a lack, too many qualtitative methods and few quantitative methods, assessors are narrow in scope, and so on. These problems, definitely, have seriously impeded the effective implementation and development of civil servant performance assessment.With questionnaires, Delphi technique, AHP and fuzzy mathematical model, combining ..., this paper studies the dismissal system for civil servant. Main contents and conclusions are as follows.1. Analysis of the status quo and main problems of dismissal system for civil servants, the obstacles and the causes of these obstacles.2. Establishment of an assessment system consisting of qualitative and quantitative approaches. An indicator system for civil servant assessment has been constructed with questionnaires and Delphi technique, and with AHP together with fuzzy mathematical model, a civil servant assessment model has been developed.3. Suggestions of completing welfare system for civil servant, establishing laws and regulations for civil servant dismissal are been given for improving the dismissal management of civil servant based on the analysis of status quo, causes, and obstacles, combining with the assessment system consisting of qualitative and quantitative approaches which is developed by this research.
