With the transformation of service-oriented government functions,administrative management rights have begun to move downwards.Grassroots government organizations represented by street offices are facing the urgent task of improving administrative performance and innovative service models.Optimizing the performance of civil servants is one of the ways of administrative innovation in grassroots government.It has important social value through optimization of performance appraisal system and promotion of service efficiency improvement of grassroots civil servants.Based on the perspective of service-oriented government construction,the improvement of the performance appraisal system of grassroots civil servants is taken as the research object.Through the research on the status quo and problems of the performance appraisal system of civil servants in key streets of Xi'an,the performance evaluation system of grassroots civil servants is improved.The main work and innovative conclusions of the thesis include The following aspects:(1)Applying social survey and statistical analysis methods,through the investigation of the status quo of civil servant performance appraisal of Xi'an Sub-district Office,the status quo and problems of the performance appraisal system of grass-roots civil servants are analyzed.It is believed that there are outstanding problems in the performance appraisal of grassroots civil servants,such as poor quantitative indicators,irregular assessment procedures and insufficient application of assessment results.(2)Combining the new public service theory,goal management theory and process-based incentive theory,the index system of performance evaluation of grassroots civil servants is improved from the four dimensions of basic performance,capability performance,service performance and innovation performance,and the network hierarchy analysis method is used.(ANP)draws the system structure diagram and constructs the assessment dimension influence matrix;based on this,determines the weight of each dimension.Through the weight determination,the key indicators of the performance evaluation of grassroots civil servants were identified,and the correlation between the indicators was clarified.(3)Proposing a plan to optimize the performance appraisal process of civil servants and strengthen the application of appraisal results and redesign the traditional performance appraisal system.The improvement of performance assessment system is not only conducive to solving the problem of invalidation of grassroots civil servants in the construction of service-oriented government,but also has certain application value for improving the institutional innovation and mechanism innovation of grassroots government administration.
