The performance evaluation system is the essential component of civil servant system, which is important to civil servants’management. Along with the establishing and completion of the state’s’Civi 1 Servant Law’ and related assessment and inspiring institution, the content, standard and process of civil servants’assessment get further regulated. Combining assessment result with promotion and punishment fully exhibited the emphasis and care of the civil servants’career development. Different from enterprises’employees, the performance assessment’s index is difficult to be estimated, which decided the difficulty of the assessment."Decisions on Comprehensive Deepen Reform by The Central Committee of the Communist Party of China"’passed in the Third Plenary Session of the 18th Central Committee pointed out that "Strict performance management, Emphasize responsibility realize, insure the consistence of authority and responsibility", which designated the directions of boosting performance management.The paper will use literature investigation methods, analyze and induction methods, comparatively analyzing methods, from every aspects, including content, subject, process, methods and results utilization, to analyze. Comparing with enterprises’management system, analyze and distinguish the ways can be borrowed to improve and implement the civil servants’performance assessment system.
