Scientific and effective development of human resource can inspire activities and creativity of people. It also can help to stimulate all round development of human beings and achieve our social goal much better. Demobilized army cadres are an important part of the government in our country. Demobilized army cadres can be found in the government departments, public institutions and enterprise organizations in different regions. So the development of human resource of demobilized army cadre should be scientific and effective. Neglecting the special nature of the demobilized army cadres and treating them in the same way with other government officials result in insufficiency and ineffectiveness of specific theoretical research about human resource development. In this paper, theory of human resource development in public management is applied, demobilized army cadres are treated as a special group, problems and countermeasures about human resource development of demobilized army cadres are brought up. Therefore, on the one hand we will pay more attention to demobilized army cadres and to the development of their potentials, and on the other hand the demobilized army cadres themselves will concern more about self-development and dedicate themselves to the construction of harmonious socialist society.This article is composed of four chapters. Chapter I is the introduction, including significance, objectives, contents and methods of the study, definition and brief introduction of demobilized army cadres and the human resource development in this regard, concept and features of human resource. It points out that demobilized army cadres are important component of government human resource, and the development of demobilized army cadres is meaningful. Chapter II is the current state and problems of the human resource development of demobilized army cadre. It introduces the location of demobilized army cadres, analyzes the main achievement and four major problems, and lists the leading factors that will impact the performance of human resource development of demobilized army cadres. Chapter III brings up the countermeasures to the human resource development of demobilized army cadre. The countermeasures raised are based on several respects——foster a favorable environment for human resource development of demobilized army cadre, reform the system to replace the demobilized army cadres, improve mechanism to training demobilized army cadres, and enhance cadres'awareness of self-development. Chapter IV is the conclusion. Human resource development is an important component of management. We should pay special attention to the features of this group when developing the human resource of demobilized army cadres. We should not only do specialized theoretical studies, but also do empirical studies in practice. We should match the individual character of a demobilized army cadres with the new job. Human resource development of demobilized army cadre is a complicated systematic project. In order to develop human resource of demobilized army cadres, we hope that the whole society including demobilized army cadres can work together, so that the demobilized army cadres can efficiently serve the goal of social and economic development.
