Study On The Responsibilities Of The Government In Constructing The Ecological City

China government's achievement has been well acknowledged worldwide after 30 years rapid economic growth ; however , China still faces significant eco-challenges, and to protect eco-system and environment is one of the top priorities for today's China. While it has been the worldwide trend to build eco-city, developing cities in a sustainable way is the way forward for China. What is the role of government in establishing eco-city? How can local government best play its administrative role to support eco-development? This dissertation focus on discussing the problems our government are facing in developing eco-cities, root causes of those problems, and through which means can government improve its ability in supporting building eco-cities.This dissertation can be divided into five parts as below:The first part introduces the background, the purpose and the meanings of the selected topic, the history, present situation and frontier problems of the study on the responsibilities of the government in constructing the eco-city and the innovative points.The second part expounds the theoretical and practical basis to further prove that it's inevitable for government to take the responsibilities in constructing the eco-city as a necessity.The third part illustrates the multifarious ways for government to take the responsibilities in constructing the eco-cityThe fourth part uses the case study to analyze how the western governments' to fulfill its responsibility in constructing eco-city and to summarize their good practices and maybe the parts still need to improve.The fifth part is of the city primarily through the construction of China's ecological evolution of the government to fulfill its responsibility to analyze the initial achievements and problems of the current Chinese government to fulfill its responsibility for eco-city construction, then to put forward the countermeasures for Chinese government to enhance its capability to fulfill its responsibility in eco-city construction based on the political, legal, economic, social responsibility proposals.This dissertation uses literature research, case studies and benchmarking to analyze problems in government supporting building eco-cities. From the government's duty perspective, the dissertation reviewed historically how the western governments involved in eco-cities building, analyzed different models, elaborated on existing problems. The references and countermeasures are drawn through the comparative analysis, which will help the Chinese government to improve its ability in building eco-cities.
