Since 1980s, as the successful experience of business, performance management has been universally learned and used by the governments in developed countries. And it gradually becomes an effective tool for government administration. In the successful implementation of performance management of these countries, we find that they have established and invented their own performance management system. And let it be the security and operating environment for the implementation of performance management. For us, it is the field that worth paying more attention and continue further research. Therefore, in the background of new public administration, this paper took performance management system for the research center, studied the microscopic problem of our internal performance of the government "management".This paper analyzes government performance and its systems firstly, and deduces the dialectical relationship between them, which means government performance management system, is the basis and guarantee of government performance management. Conversely, the effective implementation of performance management can perfect the performance management system and eventually lead the government toward institutionalization of performance management. Secondly, we analyzed the "best value" performance management model of the British South Oxford shire District Government and South Korean local government performance management system. Then we summarized the points which are valuable for us to learn and absorb. Thirdly, we focused on our local government performance management system features, the existing problems (e.g., the weak foundation of performance management system, and the lacking legalization of government performance management system) and the reasons for leading to a systemic loss (such as, the shackles of traditional culture, and the problems of local government's performance management itself). Then we obtained that the best way to realize the value of government administration successfully is to establish and innovate our government performance system. Finally, we analyzes the Hang Zhou's "comprehensive evaluation" of performance management system as the successful practice, and point out the effect and necessity for Chinese local government to establish and innovate the performance management system. The establishment of a government performance management system and the achievement of government performance management, not only can improve the modernization level of government administration, but also can promote all aspects of the development in our society.
