National civil service is a large team. The national civil service incentive mechanism in China is a huge systematic project to build. To establish a scientific and effective civil service incentive mechanism is to improve the administration ability to achieve the government's administrative functions, the building of province, an important support power. In this paper, the civil service incentive mechanism in Hebei Province as the research object, seeks a deeper, broader understanding of the theoretical perspective, identify problems, remodeling, to strengthen the building of the Civil Service in Hebei Province to promote the realization of the government's functions in Hebei Province to promote the economic and social development provide the basis.
