Modern management theory of people oriented, which shows varied civil service institution have different civil efficiencies. To improve efficiencies were one of basic target toward administrative sectors. Individual capabilities will influence government service qualities and routines efficiencies, to certain extended, the civil stimulation mechanism have closed relationship with government mechanisms.In our country, it was carried out official system for 15 years, a transition from traditional cadre and personnel incentive mechanism to officials system. Refer to several problems and contradictory which was running in incentive mechanisms until now, the government put a set of incentive mechanisms into practice, and has achieved a remarkable effect. However, as open- reform progressing, rhythm between incentive mechanisms and social development doesn't keep in same pace, which made former cadre and personnel system lost its effect.The paper divided into four parts, which was directed by Marxism, use incentive theory and management theory as well as other disciplines. Introducing systemic analysis on the whole, state incentive mechanism's conception, contents, and functions, put forward questions and reason of incentive mechanism in our country. And will try to probe problems for incentive mechanism. Mention perfect promotion institution, performance institution, surveillance institution in details and so on,advice rising civil official treatment from politics circumstance, economics circumstance and culture circumstance. Put forward some constructive suggestions on civil incentive mechanism.
