Incentive mechanism is one of the indispensable important factors in existence and development of any organization.At present,there are still many deficiencies in the construction of the incentive mechanism for grass-roots civil servants,which is not conducive to the deepening of personnel system reform,which is not conductive to deepen the reform of the personnel system.For this reason,it is essential to make the incentive mechanism improve and prefect.Only then will we arouse the enthusiasm of grass-roots civil servants,improve the level of job performance and the public service.Based on the composite balance of interest incentive theory,this paper investigates the status quo of the incentive mechanism of grassroots civil servants in Q county of Hebei province,analyzes the problems,draws lessons from western civil servant management experience and practical and effective practices,puts forward the main principles and the practice paths to perfect the incentive mechanism of grass-roots civil servants in Q county of Hebei province.Through the in-depth investigation and interview,this paper presents the main problems in the current incentive mechanism of grass-roots civil servants in Q county of Hebei province,such as:the phenomenon of" be bankers by turn,in appraisal and rewards is still very common;the assessment results on the promotion is not obvious;exchange,promotion opportunities and space are very limited;the compensation mechanism is imperfect;lack of career development incentives and other negative factors.On this basis,from the perspective of exploring the most effective motivating factors,this paper makes an empirical analysis of the interests orientation of interest subjects(state,society and civil servants)from the perspective of compound interest equilibrium.At the same time,by absorbing these thoughts critically,this paper makes a contrastive analysis of the current civil servant management system between China and the West,and draws lessons from the incentive measures with high pertinence and feasibility.Finally,the author put forward some suggestions on how to improve the motivation mechanism of grass-roots civil servants in Q county of Hebei province from the perspective of compound interest equilibrium:On the incentive principle aspect,adhering to the assumption of Marxist"interest person" as a starting point of logic,adhering to the "humanism "and the"on-demand incentive" principle,adhering to the "material and spiritual integration,positive and negative integration" principle;On the practice initiatives aspect,sticking to comprehensive legal policy,reasonable compensation mechanism,scientific evaluation mechanism,fair promotion mechanism,standardized reward and punishment mechanism,a sound education and training programs,the appropriate ideological education and humanistic care.This paper puts forward the measures of grassroot civil servant incentive mechanism,hoping to contribute to the perfection and improvement of grass-roots civil servant incentive mechanism in Q county of Hebei province,and improve the work performance of grass-roots civil servants in this county.At the same time,the existing problems of the grassroots civil servant incentive mechanism in Q county of Hebei province are universal in the counties and townships of similar development level in China.Therefore,this article is expected to provide some reference value for improving and perfecting the civil servant incentive mechanism in our country.
