In modern management, incentive function has became more and more important, to a certain degree, the level of organization is determined by its overall level of management. In recent years, civil servants Incentives by the party and government attach great importance to it. The 16th CPC National Congress political report pointed out the need to perfect the positions and ranks combining system cadre incentive and support mechanism.Since1993, China's overall implementation of the civil service system, the tradition of the cadre and personnel system has been in transition for the civil service system. However, the civil incentive mechanism is basically the continuation of the spirit of the traditional incentive to the main contents of the cadre and personnel incentive mechanism. As the reform and opening-depth, the particular market economic system gradually established, original cadre personnel incentive mechanism gradually lost its powerful incentive increasingly exposed shortcomings. Incentive mechanisms in the theoretical study, the domestic scholars mainly concentrated in enterprises, especially state-owned enterprises incentive mechanisms for the building.Civil incentive mechanism for the study was from the management and behavioral perspective, emphasis on encouraging civil servants against the theory of incentives and specific applications, Civil right incentive mechanism design theory of the basic system is not adequate. Therefore, from the civil service career of itself.Civil incentive mechanism for research is of great theoretical and practical significance.This paper is based on the point of view of our civil servants, their incentive focus on the issue. In absorbing advanced foreign motivation theory, based on China's national conditions, China's civil service for the design of an incentive mechanism is conducive not only to mobilize their enthusiasm, increase the creative type, also helps improve the performance of the executive and management levels, and enhance our administrative departments competitiveness.This paper is divided into seven parts. Firstly, it points out that the establishment of the civil service incentive mechanism significance; secondly, it studies the Civil incentive mechanism. Civil right incentive mechanism involving the related concept defined, outlined the types of incentive mechanisms, human hypothetical study, China to the West and the incentive mechanism of the Review. The third part of our civil service incentive mechanism analysis of the current situation, including China's civil service incentive mechanism of the development process, the results achieved; fourthly, a summary of China's civil service incentive mechanism and the issue from the political environment, economic, and ideological and cultural environment in three aspects; Fifthly, based on the foreign advanced civil incentive mechanisms, it provides the theory and methods; finally, it puts forward the principles and measures to perfect the mechanism for encouraging civil servants.
