Analysis Of The Problems In Our Country's Non-Government Orgnization's Participation In Social Governance

In recent years, as our country's governmental mechanism reforms and market economy develops, there has been great changes in society, one of which is the appearance and development of non-government organizations. They take part in social governance with a unique feature, take many functions which are transferred from government, and become a indispensable part in people's everyday life.The first part introduces the background and meaning of the paper, as well as sorts out research documents from home and abroad. It also introduces studying methodology, which includes Literature Review Method, Analysis and Comparison and Integration of Multi-subjects. This paper makes further study of China's Non-Governmental Organizations (NGOs) on the basis of previous study.The second part brings forward that we should apply a comparatively broad definition in the process of defining NGOs, as well as summarizes its contents and characteristics under China's current situation through the study of the actual condition of our country's NGOs. This paper also provides theoretical support for the participation in social management by China's NGOs through the analysis of the Theory of Civil Society, the Theory of Good Governance and the Theory of Government Failure and Market Failure. Then make a further study of the current condition of China's NGOs, the patterns and fields of NGOs'participation in social management and its role in social management.Basing on the study of the second part, the third part of this paper points out the problems of China's NGOs in legal system, relations with government, professional structure and capability and funding, which hinder the NGOs play an important role in social management.Then this paper analyzes the reasons that lead to these problems.Aiming at the problems in NGOs, the forth part provides counter-measures in terms of legal systems, dealing with the relations with government, strengthening internal management, increasing the capability of the organization and its staff, raising development funds and developing civil culture, thus to provide positive condition for NGOs'constant development and perfection and strengthen its participation in social management.
