Since 1950s, the resources on land have been overexploited and the economy on land has run into a bottleneck. Instead, the spacious ocean, plentiful marine resources and a large amount of unexplored minerals provide more opportunities, which makes human beings focus on the development of marine economy. As marine scientific research keeps digging, the technology of ship building and marine exploring has been developed in a fast way. A variety of marine economic behaviors has unfolded, which isn't narrowed down along the beach. In 1982, UN passed the convention on the law of the sea, which broke the traditional custom and set up new rules for the jurisdiction of different marine areas.Because of the fluidity of water and the specialty of marine area, many marine events involve a couple of countries. For example, several accidents of oil leaking of tankers, including the Golf event, have affected two countries or above. Different law enforcement administrations of different countries have overlapped in their responsibilities and marine areas of jurisdiction. Lack of communication, inefficient information sharing system and mutual database have led to loss of mutual benefit and respective marine interest.The thesis states the status quo of the international cooperation of law enforcement at sea and analyzes the realistic and legal groundings it's built on. Based on that, it sets up the organic mode of international cooperation of law enforcement at sea. In the end, it provides some advice for the law enforcement administration at sea of China.
