With the constant development of socialist democratic politics creating responsible government has become an important direction and goal of China's government reform. The party and state leadership have placed the building of responsible government on a very prominent position. The most central aspect of the building of responsible government, is the establishment of a sound administrative accountability system. Administrative accountability system is the system that themain accountability supervise and accountability the authority staff, especially leading cadres, due to intentional or negligent failure to comply or not properly discharge their statutory duties, to affect the administration order and administrative efficiency, adversely affected by administrative work, or damage to the legitimate administration of the relatively interest, adverse effects and consequences of behavior. The implementation of administrative accountability system will help enhance the execution of my Government,help establish new healthy bureaucratic culture and help format a good mechanism of selection and employment cadre. Since the executive accountability incept in 2003, we has made obvious achievements.After all the implementation of administrative accountability in our country is only six years, a short period of time. In addition,the implementation is limited by the constraints of larger institutional environment. Inevitably there are some defects in the zone and inadequacies of administrative accountability. Therefore, it is of important theoretical and practical significance to sduday and analysis deeply of the problems and the causes that China's current administrative accountability appears in the implementation process and then put forward Countermeasures perfecting our administrative accountability system.We have carried out a useful preliminary exploration and practice on the administrative accountability across the country since 2003. Administrative accountability has com through such a course:from accout the duty of major security to administrative omission and abuse of administrative authority; from individual cases to the establishment of the legal system of administrative accountability. In this process, China's administrative accountability has also made great achievements:Administrative accountability has enhanced the sense of responsibility of officials; administrative accountability has changed the work style of the authority; administrative accountability has improved the government's implementation of the power and credibility. But it is undeniable that there are still many problems in the implementation process of our administrative accountability because of the subjective and objective conditions,Such as:the subjects of accountability are limited; the objects of accountability are not comprehensive; the base of accountability is missing; the application of accountability is too narrow; the forms of accountability are not a comprehensive, flexible large; the precedures of accountability are not standard and so on. The causes that China's administrative accountability system has so many problems are quite complex:reasons on political system, such as the unclear division of responsibilities and authority and responsibilities are not clearly defined; reasons on social and cultural, such as the ideology of "official standard" is deeply rooted,the ideology "no fault is credit" is spread,the officials lack the sense of responsibility; reasons on system design, such as the administrative accountability lack legal protection, the mechanisms of information disclosure are inadequate, the evaluation mechanisms of government performance are incomplete and so on. Pointing to the problems and causes of China's administrative accountability this paper fully discussed the theoretical basis for the implementation of administrative accountability on the basis of such basic concepts as responsibility, accountability, administrative accountability system.Then, combining with the development process and the institutionalization of practice of administrative accountability in China in recent years, and learning from western countries experience in the practice of administrative accountability, the paper have put forword some countermeasures and proposals on the improvement of China's administrative accountability system,such as mading a sound legal system of administrative accountability, increasing efforts to promote information disclosure of government,strengthening culture construction of administrative accountability, establishing scientific and standardized procedures for administrative accountability, combining the administrative accountability with assessment of government performance and so on.In addition, This paper have some innovative suggestions:at the same time of strengthening the administrative accountability system,wemust strengthen culture construction of administrative accountability; proposing to establish civil moral law and stressing the moral responsibility is a prerequisite for other responsibilities; for the official comeback mechanism, proposing that we shoud to deal with official comback according to various categories of officials responsible.
