The Research On Administrative Supervision Problems And Countermeasures Of Jinan City

Administrative supervision is "supervision over administration", which means that all levels of government conduct comprehensive supervision and the inspection to the state administrative organs and the administrative action of the national civil servants and other personnel appointed by the state administrative organs through government-owned specialized agencies. We have achieved fruitful results in administrative supervision after years of development and improvement. However, the current system of administrative supervision are still inadequate in many aspects and some of the major theoretical and practical problems still wait for further studies and solvement.For example:the management of the administrative supervision is too broad, the difficulties in the rectification of the discipline violation,some of the departments and the leaders do not realize the importance and necessity of administrative supervision and so on practical problems. The major causes of these problems are mainly that the current systems and institutions are unscientific, the legal systems of administrative supervision are uncertain, the cadres irrational and so on. This text based on the current theoretical studies and operational procedures on administrative supervision at home and abroad through the theoretical research in supervision. And the writer, combining his own's social practice and research in the government administrative organs,takes the administrative supervision of Jinan City for example.Through the theoretical interpretation, the status analysis and countermeasures of administrative supervision,the ways to improve and perfect the administrative supervision of China are provided:To reform the current leadership system of administrative supervision,to further improve China's laws and regulations of the administrative supervision,to construct high-quality corps of administrative supervision and to create a good environment for administrative supervision. It is hoped that these ways can make slight contributions to the supervision system of administration with Chinese characteristics.
