The Research On Citizen Participation In Administrative Accountability

The administrative accountability is of great concern, which is caused by the SARS incident in 2003,many scholars have written articles about the hot topic. Meanwhile the enthusiasm of citizens participating in accountability is also rising, from the "Sun Zhigang" incident to "Hide and seek" event, from the Zhou Zhenglong's tiger photo battle to the "throwing snow accountability" event of the people in Zhengzhou city, all reflect the strong desire that the citizen demand to participate in accountability. The research of the theory about the administrative accountability is more relatively lagged than the active participation of citizens. This requires us to conduct in-depth and detailed analysis of practice and theoretical exploration.The paper consists of three parts, introduction, text and conclusion.In the introduction of papers introduces the background, significance, research status and the research methods and tools.In the body, it first discusses that citizen participating in administrative accountability is necessary. It is important to understand the meaning and the elements of administrative accountability. On this basis, we can know that citizen participation in administrative accountability has its own necessity, it is not only the need of modern democratic accountability, citizen participating in administrative accountability also has an important role.Secondly, it analyzes the background and status of citizen participation in administrative accountability. The premise of citizen participation in administrative accountability is that citizens have the right to know, so, the accountability of government and its staff is possible. In addition, the rise of citizen participation in administrative accountability does not do without a certain social environment, to understand the social environment through some examples of citizen participation in administrative accountability, we can grasp the status and development trend of administrative accountability.Then, it discusses the plight and causes of citizens to participate in administrative accountability. To our present context, the degree of citizen participation in administrative accountability is limited, the effect of citizen participation in administrative accountability is limited. The reason is without the social environment of administrative accountability for China's official view and is without the habit of society. The legal system is not perfect. Channels of citizen participation in administrative accountability are lack. Channels are needed to innovate. From the cultural terms, China's citizens are affected by feudal long-term impact, the culture of citizen participation in accountability is lagged.These seriously restrict citizens to participate in effective administrative accountability.Finally, it is the idea to promote citizen participation in the administrative accountability. First of all,government changes functions and improves open government information system to improve environment of citizen participation in accountability and to create conditions for citizen participation in accountability. Second, it is necessary to establish the laws, regulations and systems of citizen participation in administrative accountability, with these rigid conditions to protect the citizens to participate in effective accountability. Third, on the basis, channels of citizen participation in accountability are created, citizens actively participate in the administrative accountability through non-governmental organizations or networks, and it is strengthened that government responds the information and consultation to citizens.The last two parts discuss to nurture a culture of accountability and learn from the experience of foreign citizens to participate in accountability.The conclusion is a summary of this article.
