Research On Household Registration System Reform In Jilin Province

Jilin Province is an old industrial base in northeast of China, relative to other parts of China, the formation of the household registration system has its unique rules in Jilin Province. Since 1953 ,Our country has set the planned economic system, With the implementation of household registration policy . the urban-rural dualistic economic structure Begins to form in Jilin Province. After reform and opening up of china, The socialist market economy with Chinese characteristic is established in China ,And the socialist market economy is also applied in Jilin Province ., but the household registration system has not changed, still stick to the urban-rural dualistic economic structure, and this structure become obstacles to economic development of Jilin Province.In this paper, based on the actual situation of Jilin Province, Author Reviewed and concluded the development of the household registration system and the household registration policy of Jilin Province. Then based on Research conclusion of the Domestic and foreign scholars, Author divided the formation of the household registration system into three phases, they are "stages of freedom of movement", "strict control stage," "gradually open stage". Since 2000 AD, There were some reform policies were developed to Adjust the household registration system in Jilin Province, But these policies did not substantially change The status of the household registration system of Jilin province. Urban and rural areas are still isolated from each other ,and there were some Inequalities between Urban and rural residents in Income, social status, democratic rights and social security .the urban-rural dualistic economic structure has become the fetters of the further development of Jilin province.In the late period of twentieth century, State Department and the Ministry of Public Security issued the reform files of household registration system . This marked the beginning of China's household registration system reform. Some of these reforms succeed, some fail. but These reforms are still meaningful very much. In this paper, Author summarize the results of the reforms of household registration system in Other provinces of China, Because the problems encountered in these reforms, and these problems we may encounter in future reforms in Jilin province. From the results of these reforms, We can see that the household registration system reform is a very complex process. There are sorts of problems occur in this process, but must be some methods to solve those problems, And at the end of this paper, Author made several recommendations help to solve the problems which encounter in the reform process.The current household registration system in Jilin Province has become the Obstacle hamper the healthy development of Jilin Province, And reform household registration system has become a historical necessity, Although there are maybe a lot of setbacks and stagnation when we start to reform the system ,even the reform process would be bogged down .but if we formulate serious policies and Conscientiously implement the policies, The reform the household registration system in Jilin Province will be able to successfully.
