Study On Reform Of Household Registry Institutions In The Context Of Social Governance

Chinese household registration system is an important administrative system which is rel ated to people’s livelihood, rural development, social progress, equality of human rights. It rel ates to people’s equality, freedom and life, work, education, social security and other aspects. At the beginning of the founding, in order to maintain social stability and the needs of planne d economy era, our country gradually formed a rural household registration system with Chin ese characteristics, the separation of urban and rural areas. In the early years, it has made trem endous contributions to stable social order,national management, economic development and so on. After the reform and opening up, as the developing of China’s market economy,politics is getting more and more democratization,the household registration system as one of the basi c administrative systems of serving people,its drawbacks is revealed more and more, it caused individual natural inequality,differences in economic status,difference of city life by human i dentity,which restricts the development of urbanization process, the original dual household r egistration system has been unable to adapt to the times,therefore, the government introduced a series of household registration system reform policy,our strict dual household registration s ystem is slowly breaking, constantly sum up experience and explore a different development path towards a unified household registration system reform. Firstly, this article has made a re trospective analysis of the evolution of the household registration system since the founding o four country’s history, and made a discussion on the impact of its evolution and produce. Afte r that, it has taken form and path analysis of different regions and different development scale of towns in China, in order to realize the unified household registration system reform.. Finall y,it focuses on the strategic orientation of the reform of China’s household registration system. This article use public policy analysis methods, namely:unified household registration system reform with the progressive characteristics and determinants, and analyzes of its correspondi ng path and implementation premise,,so as to summed up a conclusion that a more scientific a nd perfect household registration system reform affords help for the reform of household regis tration system to achieve integrated management.
