Title:Under the Background of the Integration of Urban and Rural Development in Jilin Province Rural Household Registration System ReformTo realize the integration of urban and rural development, is the inherent law of economic and social development. It is also the important content of China’s modernization construction and the development direction. Only in agriculture and the rural, urban and rural integration, sustained and healthy development of the industry and city, to realize the sustainable and healthy development of the whole economic society. Priority to the development of Jilin Province as the northeast old industrial base, industrial, and agricultural relative lag, urban-rural gap is bigger. Balance urban and rural development, therefore, accelerate the construction of urbanization is to carry out the strategy of the needs of the deployment, comprehensively deepen reform, is also need to speed up the development of the revitalization of Jilin. However, the current binary household registration system has seriously hindered the process of integration of urban and rural development in Jilin Province. The function of the household register to the state of population can limit control, stability, economic development. Jilin Province is in the rise of economic development at present stage, with the improvement of productivity level and the rapid development of economic and social, into the period of social transition, the rural population flow is increasing, but the reform of the household registration system is relatively slow, Jilin Province census register functions are expanded, which lead to the additional function inequality of urban and rural household registration, the differences between different household register corresponding social welfare, employment opportunities, pay inequality, the rational flow of rural surplus labor is difficult to smoothly into the city, and many other problems, seriously hindered the economic and social development of Jilin Province.This article takes Marxism theory as a foundation, combined with the development of Chinese society, further discusses the current household registration system for the effects of the integration of urban and rural development in Jilin Province. This paper studies from four aspects:the first part is introduction. This part mainly summarizes the current research about rural household registration system reform literature, and analyzes the research methods and significance of this paper. The second part is the theoretical basis of this article. It is mainly to Marxist theory on the relation between urban and rural development path of comb, and illustrate the communist party of China about the formation and development process of the integration of urban and rural development theory. The third part analyzes the present situation of Jilin Province current rural household registration system reform. Mainly analyzes the restricting factors in the process of the household registration system reform and influence. The fourth part is from establishing the reasonable and compensation system of land circulation, relax appropriately registered permanent residence migration policy, promote the rational and orderly flow of rural population, and to further safeguard and improve people’s livelihood, to eliminate the system of profit distribution, the influence of three different perspective to explore further solve the problems in the process of the rural household registration system reform, and also puts forward counter measures and suggestions.
