Discussion On The Problems In The Public Crisis Management Of China

September 2008, the Sanlu milk powder incident had been thoroughly exposed to the public as the recent crisis, we are once again triggered to analysis and discuss the problems in the public crisis management.Human society is not now suffered crisis, Since ancient times, human casualties and losses manufactured by crisis almost level with the progress of civilization in the same breath. We are starting to focus on the crisis; we don't want to see a sudden injury depriving us of the precious fruits of our human civilization. In the process of fighting against the crisis, governments undoubtedly bear the most important responsibility. In recent years, the international communities and governments are extremely concerned about the crisis. Academic circles at home and abroad conducted extensive and in-depth studies on this issue, and received a great deal of research results. To inspect and analysis the crisis events, and to study the problems in the setting of the government system exposed in the handling of the crisis, it is not only an urgent practical needs, but also a major theoretical topic in the public administration.In this paper, Sanlu milk powder incident as a case, I will discuss the issues exist s in China'public crisis management.The first and second chapter firstly defines the concept of the public crisis manag-ement,introduces the characteristics and types of crisis, as well as the crisis management theory which is closely linked to the crisis, to prepare the concepts for solving the practi ce-cal problems below.The third chapter detailed analysis the causes and the development process of the Sanlu milk powder incident, to indicate, in this incident, the problems existed in China's public crisis management.The fourth chapter will through analyzing "SanLu events" causes, emphasis on the management of public crisis management in China. Specific on adopting the following measures. First, establish public crisis pre-warning mechanism of scientific and complete information management system. Secondly, strengthening the legal system of perfect public crisis management and organizational system construction.Third,strengthen education,cultiv-ate crisis crises,perfect the government performance evaluation of public crisis manageme-nt and administration accountability system. Therefore,the government should conscientiously summarize the treatment "SanLu ev-ents "experiences and lessons,according to law,the construction of public crisis management science, with Chinese characteristics of public crisis management mechanism.
