This article analyses the training system of our country's official from the view of the competence-based model, elaborates our country official to train pointed and the usability not strong, the training quality not high basic reason lies in does not have the science tool to guide the control to the training entire process, and pointed out in order to strengthen the objectivity, the validity, the scientific nature which the official trains, should establish based on the competence-based model official trains the system, through competence-based model construction prominent position competent characteristic, enhancement training work sense of purpose, validity, functionality.This article is composed by five parts. The first part for the foreword theory, mainly introduces the selected topic background, the selected topic reason, the paper research mentality and the research significance. The second part mainly to is based competence-based model the definition to carry on the elaboration, analyzes superiority and inferiority which our country existing officials train, and elaborated the competent strength model in detail trains in the system in our country civil service regulations and the official the research results. How does the third part to construct based on the competence-based model official trains the system to carry on the elaboration, stressed that based on the position analysis's competence-based model l's importance, and constructs according to the above based on the competence-based model official trains the system. Constructs the official trains the system mainly to include the training demand analysis, training to design and develops, training to implement and transforms, the training effect with to appraise four links, and performs the detailed elaboration to each link.
