In the era of knowledge economy, the level of the quality of human resources in an organization plays a direct role in its competitiveness, while the dependence of the organization on HR is also growing. With people’s living standards increasing, they demand government agencies to provide better public services. Civil servants are providers of public services and management, therefore, their corresponding ability should be improved, which proposing a new requirement for civil servants’ construction. As training is a significant part of personal management in government, training improvement will guarantee effectively public services and public management capabilities of civil servants. Due to ineffectiveness of the traditional training, this paper, by means of specification and literature, will introduce competency into the training and discuss in details how to establish the training system of civil servants based on competency.Based on the perspective of civil servants’ competency, this paper analyses the drawbacks of the present civil-service training system, as well as the reasons that causing the training ineffectiveness, with emphasis on the establishment of civil-service training system based on competency model. This paper also illustrates the relationship between basic model and specific one of the civil servants’ competency, specifies that to create a competency-model-based civil service training system, we first require the basic model satisfying competency, on the foundation of which establishing specific model for specific job and level, then develops the training plan in accordance to the specific model, and finally constructs the training evaluation system. The first part is the introduction of the research background, research significance and research ideas of this paper; the second part is some related definition and theoretical research, specifying the definition, characteristics and theoretical basis of competency; the third part illustrates in details the status of China’s civil service training system, analyses its main problems and cause analysis; the fourth part analyses the significance and training characteristics of introducing competency into the civil-servants’training; the fifth part is the main sector of the paper, concerning about the construction of civil service training system based on the competency model.
