A Study Of Objective Management Work Of Party And Government Organizations In Qingyang City

It is pointed out that the government need accelerate the reform of the administrative system and build a service-oriented government by the Seventeenth Congress report. Strengthen the government's performance management is not only an important content of deepening administrative reform but also a necessary requirement for transforming functions of government and building a service-oriented government. Objective management, as an important method for government's performance management, attracts more and more attentions from the party and government organizations at all levels, and applies widely in administrative practice. But, China's current performance appraisal systems are not uniform, since Party and government organizations at all levels uses different assessment methods, diverse forms of organization during the assessment of objective management. How to make our local government performance management work correspond with the government performance management concept, and the development level of economy and society, and the need of transformation of government functions, and improving cadres quality at all levels, is becoming a important problem that placed in front of the party and government organizations at all levels. So, this research has a very important theoretical value and practical significance.There are six chapters in this paper.Chapter one is prolegomenon. It introduces the research background, object, purpose, meaning and the objective management study of the current status at home and abroad, also points out the research contents, methods, ideas and framework. Objective management work of party and government organizations, aims to accelerate the reform of the administrative system, improve the management efficiency, improve the working style of cadres. The paper aims to establish scientific and feasible evaluation system of management by objectives that accords with scientific development outlook, politics norm demands basing on this study. Also, the paper points out that the objective management, initiated by Drucker, is not only used widely in enterprises, and also used in administrative management areas. After mading great progress, gradually forming a new theory, that is government performance appraisal theory. Objective management research in our country transforms from cocept to practice, it forms gradully a route that is "theory is the pilot, local government firstly, scientific decision-making, influence mutually".Chapter two investigates the theory of objective management of party and government organizations in QingYang city. It is emphasized that objective management theory, performance appraisal theory, scientific outlook on development theory relatting to this paper. objective management theory and performance appraisal theory is the basic theory, scientific outlook on development is the most fundamental theory research.Chapter three investigates the practice of objective management at our country and two city's experiences on implement objective management. It focuses on that through the reform and opening up, our have obtained preliminary results through objective management innovation. On this basis, this paper introduces experience and measures of wuhan city in hubei province, lianyungang city in jiangsu province in implemt objective management.Chapter four gives a present situation analysis of objective management on party and government organizations of Qingyang city. It is emphasized that development course, main methods, existing problems and reasons of the Qingyang city's enforcement to objective management. It points out that objective management work in qingyang city has undergone a process from start to development and to deepen. This work has made some achivements, also existed some weakness, such as the lack of public participation in goal setting, goal setting isn't scientific, result application isn't balance, system construction isn't perfect and so on. Theory understanding misunderstanding, one-sided achievements orientation, complicated functions and the development of economy and society is the fundamental reasons of these problems.Chapter five gives some advises about how to construct objective management system in party and government organizations in Qingyang city.
