Research On The Problems And Countermeasures Of Comprehensive Law Enforcement In Urban Management

The paper takes the Hangzhou City Xiaoshan District as the research sample.On the basis of studying the status and problems of urban management law enforcement,combining the relevant examples as well as related studies at home and abroad,using case study method,personnel interview method,system analysis method and so on to analyze the outstanding problems that the urban management law enforcement system is faced with having problems but not solutions,mutual shuffle,unreasonable allocation of law enforcement power,violence law enforcement and violence against law,the joint force of law enforcement is not formed,low efficiency in handling cases,lack of ambition,long term management lack.Meanwhile,combined with the theory of public management,the eight reasons for the above problems are analyzed,which are unreasonable division of duty within the government,unclear task division,disordered distribution of human resources,lack of supervision system,imperfect systems of mutual cooperation,inadequate logistical support,imperfection of incentive system,inadequate participation in the market and the public.Finally,according to the reasons,I put forward eight measures,namely,reclassify the government's internal responsibilities,clear responsibility boundaries,rational allocation of human resources,improve the law enforcement supervision system,increase the cooperation between departments,increase investment in logistic support,improve the incentive mechanism of assessment,widening public participation channels.In order to provide theoretical support and practical basis for the development of urban management in the Hangzhou City Xiaoshan District.
