Under the new conditions, our Party ’s responsibility is to Rally and lead the people to complete the building of a moderately prosperous society in all respects, advance socialist modernization and achieve the great renewal of the Chinese nation. Meanwhile, there are tests for its governing capacities, the policies of reform and opening up, market economy and the interaction with the external environment. Our party also faces great dangers from its members’ mental slack, lack of abilities, being divorced from the people and corruption. To address these problems, the party central committee has put forward a new strategy layout and emphasized the principle that the Party should supervise its own conduct and run itself with strict disciplines,which urges us to modernize the scientific level of party construction and manage the relationships between the leadership of the Party and its governing capacities and the relationships between abilities to avoid corruption and abilities to fending off the risks. To provide organization guarantee and talents, we have to deepen the reform of the cadre and personnel system by introducing a cadre performance evaluating system guided by scientific development concept,forming leadership groups that firmly pursue the party’s theories, guidelines and policies,cultivating leading cadres to gain the characteristics of strong convictions, the willing to serve people, full of responsibility, diligent, clean and honest. In recent years a lot of research for the government performance examination of leadership groups and the leading cadres has been done and local experience has also been gathered.The thesis uses the practices of Qingyang city as an example to explain the relevant theories.By analyzing the status quo and problems of the government performance examination of Qingyang, the thesis aims to form a cadre performance evaluating system supported by a theory framework that suits the reality of Qingyang. Based on this, a new orientation will be made. The functions of guidance, incentive and restraint of government performance examination will lead to a formation of a correct view of achievement for leadership groups and the leading cadres, which guides the leading cadres to make more contributions to the causes of the people.
