With the development of the elaborateness, diversification and dispersion nowadays of society, government performance commitment is demanded to accompany the trend of globalization as well as the democratization of politics. Therefore, performance evaluation becomes the core and focus of public management, which penetrates the whole process of government reformation. As a whole, although unceasing advancement has already been made, breakthrough can be hard to achieve owe to the lack of integral strategy scheme and organization management principle. Among all these problems, the most crucial one lies in the lack of a standard and institutionalized evaluation organization pattern. Consequently, it is high time to innovate new pattern to meet the needs of the reality.Taking the typical practices for example, this article analyzes and compares the characteristics and mechanism of them. Basing on the viewpoint of public governance and service-oriented government, it further extracts and purifies the principles of government performance evaluation. Meanwhile, in view of the reality of administration development and the theory of organization morphology, this article innovates the organization pattern-GPA at last which supplies an effective framework to the practice. As we know, government performance evaluation contained various and conflictive objectives and values, which makes it difficult to reach a common consensus in the choice of evaluation pattern. What is more, because of the characteristic of monopolization and control in government administration, it is difficult for citizens to attain statistical data, not to mention crosswise comparison. The pattern brought up in the article is nothing but what needs to be improved in the practice. All in all, the development of the topic calls for the endeavors of all circles.
