Research On Problems Of Citizen Participation Forms In Local Government Performance Evaluation

Citizen participation in performance of government becomes a main issue in areas of administrative reform in the worldwide. In our country, local government is continuing to explore forms of citizen participation in performance evaluation, making a useful exploration in the form of citizen participation and having made some achievements, showing the gradual formation of the concept of service-oriented government and acceleration of social democratic processes.In China current forms of citizen participation in local government performance evaluation is questionnaires, online surveys, citizens seminars and so on.Firstly,this paper describes participation forms,as well as their advantages and disadvantages. Meanwhile points out the problems in the participation such as participation forms are temporary, weak potency and lack of full participation in practice through all over the country, analyzes these problems from three levels including institution, local government and citizens. Combine with valuable experience in other countries, and in the case in line with condition in our country to optimize citizen participation forms in our local government performance evaluation. Optimize two parts including the relevant factors of citizen participation and the choice of forms. The of factors is a static optimization process, mainly involves improving the legal system, building of the government, participating quality and ability of the development of citizen and citizen groups; The optimization of forms’ choice is a dynamic optimization process, from the perspective of full participation to make some suggestions for the choice of citizen participation forms in every performance evaluation stage, looking forwarding to promoting the continuous improvement and development of forms of citizen participation in local government performance evaluation.
