With the constant development of economy and the society, new discipline, new technology have already permeated through the government department, the work of the administrative management of the government become more complicated and informationized day by day, as the result, it has put forward higher requirement to the civil servant's quality. As direct participantor of socialist modernization construction and subject of the policy as running a country, its quality of he civil servant concerns directly that constructs the process of harmonious society and modernization. The modern government knows that it is an important means to improve civil servant's quality and make government's key competitiveness of training, the civil servant' train have already been put the strategic position.The civil servants training refer that the organ, in order to improve the civil servant's quality, according to the needs of socio-economic development and civil servant's building of contingent, at request of position duty, through various forms, the classification carries on the civil servant and plan, multi-level and multi-channel cultivation, education and training. It is a kind of "reeducation" in fact, and it is important method and means that the government office carries on talents' tapping.As to theoretical question of the civil servant's training, there are corresponding thought in different periods in our country, these thoughts have been mainly standardized by direction, principle in civil servant's training. Comparatively, the theory of the western countries is more systematic, it mainly studying the theory as its theoretical foundation, because it is the study of a kind of form to train, need to follow the objective law of study.So far, the training of civil servant of our country is being launched continuously and improved constantly, but some problems of unavoidable existence, its have influenced the actual effect which the civil servant trains. Through consults a large amount of documents and materials, this thesis sum up these questions as four respects, including the question of idea, question of the legal aspect, training hardware of the ideology aspect-Organization structuring and operation's issue of procedure of respect, and make key analysis to the last two questions. Regarding the organization structuring, analyzed its place remained to improve on the basis of having civil servant's training organizations to our country on combing. Have operated procedure and analyzed the training demand of the training of civil servant of our country before training is analyzed, design the result of training after choosing, training with the method to assess three stage existing problems in course while training.In order to solve these problems effectively in the training of civil servant of our country the thesis have found out its desirable place through analyze about U.S.A., Britain, France, Canada, Australia and of our country Hong Kong civil servant of area train system and world-famous staffs training system relevant methods of enterprise.Finally in order to solve the problem of the training finally, the thesis with the guidance of the training of our country civil servant of idea, and use the theoretical foundation which the civil servant trains synthetically --Study theory, and use western developed country, Hong Kong's experience, put forward countermeasure and suggestion about the training of the civil servant of our country, and has explained integration and optimization of the training process of the training organization. The suggestion formulation regarding the training organization combines is relatively novel, unavoidably have impropriety, hope every scholar makes a comment. Some of optimization about the training process, to the training demand analysis before training, course offered train, until method choose and result of training train, assess three optimization of stage put forward the concrete suggestion for operation.Hope this thesis can help the training of the civil servant of our country certainly, promote its standardization, scientific process, institutionalized and systematized, make the team of civil servant of our country into the specialized team with strong ability and high quality, further improve the competitive power and comprehensive national strength of our government.
