Study On The Democratic Decision-Making By Villagers Of The Peal River Delta

The Pearl river Delta area which has early established the socialist market economy system is the frontier region of Reform and Opening-Up in our country.lt is an important economic center and has an outstannding role and improtant strategic position in the national economic and social development and the overall situation of Reform and Opening-Up.The Organic law of villagers committee was legislated by the core and key principles of democratic decision-making,and to ensure the full exercise by the people of their rights to decision-masking. People's decision-making,government execution and public supervision are the spirits of democratic decision-making. The power performance depends on bottom-up interest articulation. Guangdong province didn't put villagers'self-governance into practice until in the late 1990s.It standed at a higher piont and worked efficiently,despite started fairly late.The democratic decision-making by villagers of the Peal river Delta area means villagers under certain principles and procedures,and through consultations to discuss important matters of village. Villagers codetermine the schemes. This dissertation studies on the democratic decision-making by villagers of the Peal river Delta area is because of uncertainty of decision-making authority, difficulty of interest articulation,pubilc interest doesn't take into account,simple forms of democratic decision-making and student village officials'unable to play its proper role. The reasons for these problems including conflict of interests,limitations of majority rule and administrative intervention of township governments.At present,there are abundant research findings of villager self-government in China.It has a history of several hundred years to study on democratic theory and practice abroad. Currently, China has not do much work on villagers'democratic decision-making which were mainly focus on its basic theories and decision-making bodies. There are fewer studies on the democratic decision-making by villagers of the Peal river Delta area. This dessertation is based on relevant literature and previous research findings to discover the problems of democratic decision-making and analyze the causes. The last part of this dissertation is to offer measures of perfecting villagers'democratic decision-making in cognizance of the problems and causes of the democratic decision-making by villagers of the Peal river Delta area. There are several main measures:First,improving villagers'democratic decision-making level. Second,establishing and improving network service system to broaden channels for democratic decision-making based on the economic base of the Peal river Delta area. Third,promoting the building of democracy and the legal system. The legal system is an important guarantee for democracy. Democratic decision-making needs the protection of the legal system to run correctly.Fourth,implementing the decision-making authority of villagers' congresses and representative conferences.Fifth, establishing and improving interest coordinating agency of democratic decision-making and managing interest conflict among villagers. Sixth,diversity the forms of democratic decision-making.Simple majority voting is the principal form of the Peal river Delta area,and democratic consultation used occasionally. These are not in accord with the interest of the villagers.Consequently we should improve the form of democratic consultation and bring in public hearing and symposium.Seventh,improving the mechanim of restraint and oversight which include strengthen the supervision of the two organizations in the village and reporting-feedback system by villagers.Eighth,specification the authorities of township governments.
