Study On Villagers' Representative Meeting

As a new force of villagers' autonomy,the villagers' representative meeting system has made remarkable achievements in the past forty years.It has continuously increased villagers' enthusiasm for participating in grass-roots politics,broadened the channels for farmers to manage village affairs and promoted farmers' production and management.It not only changed the situation of scattered sand in rural management in the past,but also played a booster role in rural development.At present,although all parts of our country have formulated the implementation measures and other normative documents of the Organic Law of the Villagers' Committee,which also stipulates the relevant provisions of the system of villagers' representative meetings,including the authority of the villagers' representative meetings,selection methods,decision-making methods and so on.However,there are great differences in local regulations,which do not play a good enough guiding role in the operation of the villagers' congress.In practice,the villagers' Congress still faces many difficulties and shortcomings which need to be solved urgently.The system of villagers' Congress still has a long way to go.In this paper,the author will use the method of text analysis and comparative analysis to analyze the relevant provisions of the Organic Law of the Villagers' Committee and the relevant principles of the villagers' self-government system.The author believes that the villagers' representative conference is a secondary authority in the village organization,and exercises decision-making power during the intersessional period.The operation status of the villagers' Congress shows that there are some problems in the system of villagers' congress,such as formalization of villagers' Congress election,flaws in convening system,violation of democratic agreement procedures,defects in collecting and reviewing bills,unclear functions and powers of the villagers' congress,and the lack of effective supervision by village representatives.In view of the above problems,this paper puts forward some suggestions: first,to standardize the election of villagers' representatives and ensure the quality of villagers' representatives;second,to improve the procedures of convening villagers' representatives' meetings and collecting and reviewing bills,to implement democratic agreement procedures,and to ensure the decision-making of villagers' representatives' meetings;third,to make clear the authorization of villagers' conferences to villagers' representatives' meetings and to ensure the clear list of powers;fourth,to establish villagers' representatives' congresses.The accountability system and recall mechanism of the form should be established to eliminate the incompetent representatives.
