This goal relates to China’s reform, development and stability of the global, related to the well-being of the masses.The goal is to adhere to the concrete manifestation of the people-oriented. It promotes scientific development、social harmony and an important measure. It is an important condition for maintaining stability of the state. It has a very important and far-reaching strategic significance. Chengdu as the capital city located in the southwest, with obtaining long-term economic and social development by the historic opportunity in the western development, has the shoulders for building of a social security system covering both urban and rural residents.And Wenjiang area is in the forefront of the city and the province for accelerating the establishment of the urban and rural residents in the coverage of social security system as a selected area for trying with its own advantages and effort. Based on the actual situation of WenJiang area as the research object, this paper introduces the WenJiang area already to build basically covering both urban and rural residents of the social security system of some of the basic situation, especially the local basic medical insurance which has already realized basically the ginseng protect, and in social security public services, it has spread to the villages made, It indeed in the forefront of the whole city walk. The paper also summarizes some aspects of the innovation practice of the WenJiang area in the perfect social security system, and implementation of new social insurance, social security service mode. And actually visiting to know situation, the paper proposed the difficulties and problems in the actual reform of WenJiang area. For example, the old-age rural security system faces a lot of uncertainty, social endowment insurance expends personnel for low proportion, social security management ability need be raised, etc. To solve these problems, the author has proposed some ideas about covering both urban and rural residents for the construction of social security system on the basis of the research results of the other scholars. The author thinks that speeding up covering both urban and rural residents of social security of the construction must first define the principles of fairness, pay special attention to the principle of harmonizing with the construction and the industrialization and the urbanization process, promote layered and by regional points On the basis of the pilot, to be more dynamic grasp the positive interaction between employment and social security. On this basis, so as to further perfect the construction of social security system, especially to perfect the close relationship between the vital interests of the social security system as providing for the aged, medical treatment. And it need set up matching policy and a complete set of laws regulations for the legal system to make the social security system more legal authority. At the same time it must make the exploration and reform with multi-canal financing mechanism for social security fund.
