Research On The Causes And Countermeasures Of Current Peasants' Collective Petition

With the various patterns'shocks of interests being formed by the social transition, the issues of landless peasants come up gradually, the expression and protection of landless peasants'interest attracts broad attention in recent years. Collective petitions are becoming the main form of landless peasants'expression of interests, furthermore, the issues of landless peasants are of great significance for the stability and development of China's politics, economy and society. Thus, there is great necessity and reality in our scholarly research of causes and countermeasures of collective petitions of landless peasants.This paper summarizes and describes the nature and characteristics of collective petitions of landless peasants by the thread of interests'expression. Next, through the analysis of the issue which landless peasants face to, the formation of farmer groups'interests and the caused behavior of interests'expression of landless peasants, it can explain the reasons why landless peasants carry out the expression of interests by means of collective petitions. On this basis, this paper analyzes the causes and mechanism of collective petitions of landless peasants in depth, which lead to the profound reflection on this issue. At last, from the above, this paper offers feasible measures and conceptions of institutional reform by which government can effectively prevent and respond to the collective petitions of landless peasants. And it also expects to supplement and improve the related research, offer a new perspective for researching on the issues of landless peasants.
