This paper is based on the background of the current selection of civil servants,analyzing the system and method of the selection of civil servants at home and abroad.And then the theory of comprehensive utilization of talent assessment,job matching theory,and the theory of performance management,take the questionnaire survey method,comparative analysis method and analytic hierarchy process analysis model.Firstly,this paper gives a brief description and comparison of the two approaches to democratic recommendation and competition in the current selection of civil servants,and points out the advantages and disadvantages of the two approaches.The paper focuses on the defects and gaps in the background of the reform of civil servant's classification,that is,the evaluation mechanism and the grading system are not quantified for the candidatesd and there is a certain flaw in the objective evaluation.There is a lack of targeted assessment of cadres of different functions,the single election model cannot effectively evaluate the competence to the new position.Secondly,the comprehensive management,administrative law enforcement and professional technology of the classification reform are analyzed respectively,the same and different qualities and abilities required for different positions in actual work are identified.In turn,comprehensivecharacteristics of the position and the absence of the chosen method,the innovative use of analytic hierarchy process,setting up the joint assessment index and the special assessment indexes respectivelyand accounting the relative weight of the corresponding index,and the evaluation indexes system and the evaluation indexes system of different job categories were constructed.Finally,the shortcomings of the overall research are analyzed andidentify areas of improvement in the next step for the perfect foundation ofthe whole civil servant selection system lays the foundation.
