In China,national civil servants are the workers to serve the people,the firemen to extinguish crisis,the first person to be investigated for responsibility,the file leaders to serve the public,the forerunners of conducting clerical work and the leaders of constructing new countryside.Therefore,in the process of actual management,the government will adopt a variety of motivational techniques so as to mobilize their working enthusiasm and initiative.The relationship between cadres and the masses,efficiency of administration,and executive capacity of government sectors will all be directly decided by the sufficient and timely stimulation on civil servants.Civil Servant Law of the People's Republic of China took effect from January 1,2006.It sticks to the principle of both stimulating civil servants and supervising their behaviors,and made positive improvement in the matters like job bidding,performance assessment and salaries.However,there still exist some deficiencies in the stimulation mechanism of W city,Shaanxi Province.In consequence,how to solve the existing problems effectively is an issue worth being explored and discussed.This paper is divided into five parts.The first part is introduction,mainly introducing the research background,the research significance,the research summary at home and abroad,main content,the research purposes,the research methods,the innovation and the insufficiency,etc.In the second part,it first defines the four concepts of reinforcement,things contributing to reinforcement,civil servants at the grass-roots level and stimulation,and then specifically analyzes the proposal and development of reinforcement theory,the classification of reinforcement,the function of reinforcement,and the stimulation principles of reinforcement theory.In the third part,based on the analysis of current situation of the civil servant stimulation mechanism in W city,this paper firstly expounds the existing problems of the mechanism in this region,which includes the to-be-updated training ideas,unsound assessment mechanism,unreasonable salary and treatment,and unscientific promotion system.Then it further analyzes the reasons leading to these deficiencies,which are the lack of emphasis on the training,the deviated cognition of assessment mechanism,deeply-rooted traditional salary distribution system,and the insufficient job competition driving force,aiming to find a reasonable and scientific breakthrough point for the development and perfection of the civil servants stimulation mechanism in this area.The fourth part primarily introduces the civil servant stimulation mechanism in the United States,Singapore,Britain and Germany,as well as the stimulation mode in relevant domestic areas,and accordingly earns relevant experience and gets inspiration.The fifth part presents certain suggestions on improving the civil servants stimulation system of W city,Shaanxi Province from the aspects of training,assessment,salary and promotion,covering paying attention to unfolding civil servant training,perfecting the assessment mechanism,establishing a sound salary system and standardizing the promotion and punishment system.By combining the literature research method,induction research method and theoretical analysis method together,this paper made detailed and in-depth study on the civil servant stimulation matters of W city.The author in the third part integrates the reinforcement theory and sums up the problems occurred in the civil servant stimulation system in this region,finds out the key strain of thought in solving the problems,and thereby puts forward relevant suggestions.This paper is a bold attempt to apply the reinforcement theory in China's grass-roots civil servant stimulation system,and the ideas in it may provide some reference value for civil servant management in other relevant areas.
