The construction of government employee incentive system is always one of the core issues in the reform and development of public personnel system.Because all public managements finally falls on the individual government employee,the quality and level of public management would be determined by the performance of government employee,and the effect of governmental management and service would be affected.In the government employee group,the junior employees are more important because of their special status and role.Their ability and image are directly related to the extent of the governmental functions.In order to encourage government employees to fully develop their abilities and wisdom,an effective mechanism need to be established.Therefore,under the new situation of reform and opening-up,it is necessary to adjust the management concept and innovate the incentive mechanism for the income security and the impact of the change of professional development concept,especially the low salary,weak ability,pressure of working environment and some psychological changes of junior employees.In this paper,some existing problems in the current incentive mechanism for junior government employees were discussed,the purpose was to face the problems directly,design good policies,and provide the effective ways to solve the confusion caused by the lagging incentive mechanism for junior government employees under the current situation.Furthermore,make them strive to overcome some negative compensation strategies-the motivation for choosing of resignation,compromise,or loss of goals,and so on.Make them set up the spirit of responsibility of public service,contribute the wisdom and strength to comprehensively improve the government's system and capability.Based on this,the author hopes to do some in-depth research on this phenomenon,find out the causes of the problem,and provide a series of incentive mechanisms to rebuild the incentive rule system of junior government employees,so that each junior employee can find the direction,feel the growth,obtain the appropriate reward and position expectation.The quality and ability of junior employees can be developed entirety.In the choice of life,they can consistently close to the Party and the state to stimulate the collective spirit.
