Party and government leadership performance appraisal is the directly protect of party’s governance capability, and is also related to a region’s economic development and social career progress, while DMC as grassroots party and government leadership and policy makers to implement. It is the self the next communication link bridge and link, therefore, enhance their performance on the examination and evaluation is essential for running the party strictly.In this study, we stared from the theory of party and government leadership performance appraisal index system view, then used literature, inductive method, empirical analysis of the area, such as tube party leadership performance appraisal system has been systematically studied. First, we reviewed the current situation at home and abroad to improve the performance evaluation, including the performance appraisal and other related concepts to be defined, comparative analysis, the theoretical basis of performance appraisal and assessment methods. Then, on the basis of the above, based on the principles of performance appraisal index design, according to the district, we constructed leadership performance appraisal system of tube party. Third, taking District D for example, we did the case of empirical analysis, for the construction of performance evaluation index system, to evaluate and make recommendations countermeasures. Finally, we summarized the findings, results and prospects of research articles deficiencies:assessment indicators to be holding "people-oriented" thinking, the real needs of the people from the people; the whole process of establishing the assessment index system life cycle; to have a comprehensive assessment indicators nature, contains both a subjective evaluation, but also have objective data; index system to be targeted.
