A Study On Evaluation Of Performance Of County Police Officers

With the vigorous development of public administration reform, more and more emphasis has been put on the performance management by government agencies. How to evaluate the performance of civil servants has become an important issue of government administration. Police officers are serving as an important part in civil service, the performance of whom directly reflects the government's management capacity and service level. It is also directly related to the level public satisfaction towards the performance of the government. To implement the performance evaluation system of policeman plays a significant role in motivating the public police officers, improving performance of public security organs and pushing forward the standardization of public security teams.In this paper, a literature review and case analysis have been carried out to study the issues of police performance evaluation. The experience of performance evaluation of public servants and police officers both at home and abroad has been concluded and absorbed. The paper explains the basic concepts related to performance evaluation and the content regarding police performance evaluation. It also elaborates the role of performance evaluation in police management. With the support of the latest theory of public human resource management, the paper makes an evaluation analysis on the problems existing in the evaluation system, the causes as well as the impact of the problems. Based on this, the paper makes a thorough discussion on the standardization of police performance evaluation system from four different aspects, namely, position evaluation, design of performance indicators, selection of the evaluation methods and the utilization of examination results, etc. It also proposed the corresponding opinions and suggestions according to the present practices. Finally, the paper makes a conclusion of the basic viewpoint of performance evaluation and opens a prospect of police performance evaluation. It seeks to make a deep exploration of the issues of performance evaluation of county police officers.
